Major General Dato’ Toh Choon Siang was the highly-esteemed first Chinese General Commanding Officer of the 1st Malaysian Infantry Division back in 2019. Some background about Major General Dato’ Toh Choon Siang, he was actively involved in numerous counter insurgency/terrorist operations from 1978 to 1989 in various appointments beginning with Platoon Commander, Mortar Platoon Commander, Battalion Operations Officer and finally Company Commander. As the Army War Dog Unit Commander, he was responsible for planning and deploying combat tracker dogs and booby trap detection dogs in direct support of these operations.
In 1992, he was again rewarded for his excellent service with a selection to attend the prestigious Australian Army Command and Staff Course in Queenscliff, Victoria, Australia. In October 1999, he was promoted to Lieutenant Colonel as the first Chinese Malaysian Army Officer to command the elite 8th Royal Rangers Regiment (Para) that forms part of the Malaysian Armed Forces Strategic Ready Deployment Force (10th Para Brigade, RDF).
He commanded the regiment with great success by emerging as the best regiment (winning most of the military/sports inter-regiment competitions) in the 10th Para Brigade for three consecutive years (1999 to 2002). As a reward, in September 2001, he was again specially selected to represent the Malaysian Army to command the regiment on a combined exercise (EX SUMAN WARRIOR) under the Five Power Defence Arrangement (FPDA) in Brisbane, Australia.
From 2009 to 2012, he was assigned as the Deputy Head of Training Development in the prestigious Malaysian Armed Forces Staff College (MAFSC) that conducts one-year courses attended by local and international armed forces officers of the rank of Major and Lieutenant Colonel. He was directly responsible to design, develop, validate and improve the course curriculum. A job he executed diligently with the introduction of the new Joint Services syllabus in 2010. A year later, he successfully developed a pioneer Executive Diploma Twinning Programme with University Pertahanan Nasional Malaysia (UPNM NDUM) that was inaugurally implemented in 2012. This Twinning Programme is still being continued at MAFSC till today.
On 1 November 2012, after serving MAFSC for almost four years, he was promoted to Colonel to assume the appointment of Colonel Doctrine at the Army Training and Doctrine Command (TRADOC). On 24 March 2014, he was promoted to Brigadier General as the Senior Director of MiDAS, Blue Ocean Strategy Centre (MBOSC). At MiDAS, he was instrumental in managing and successfully implementing all Blue Ocean Strategy programmes assigned to the Malaysian Armed Forces by the Ministry of Defence.
After 3 years serving as a Senior Director, MBOSC, on 7 July 2017 he was then promoted to become the Commander of 11th Infantry Brigade in Kem Sungai Buloh, Selangor Darul Ehsan. He has the honour to be the first Chinese to command this brigade which was under the opposition state government of Selangor then. On 25 May 2018, he was promoted to the rank of Major General and appointed as the first Chinese General Officer Commanding to take command of the 1st Malaysian Infantry Division based in Sarawak until 19 March 2019.
